Expert panel to assess Macquarie Point EOIs

The Macquarie Point Development Corporation’s has appointed a specialist panel to
evaluate Expressions of Interest (EOI) from potential property developers and investors
in this historic Hobart development site.

The panel—which will meet today—comprises both local and interstate experts,
including national heavyweights in the business of large-scale development projects.
Headed by former senior executive with Lend Lease and prominent company director,
Penny Morris AM, the panel also includes:

• Property entrepreneur, Greg Wooley;

• CEO of the National Capital Authority, Malcolm Snow;

• Executive Director of the Property Council of Australia (Tasmania), Brian
Wightman; and

• Deputy Secretary of the Department of Treasury and Finance, Kathrine
Morgan-Wicks.

Their task will be to evaluate the EOIs before providing recommendations to the
corporation board. The review process will begin before the end of this month (March),
a process that is expected to take around six weeks.

Corporation CEO, Elizabeth Jack, said the organisation was fortunate to have such a
high-calibre panel to assist in the evaluation process.

“This is a long-term endeavour and it is critical that at every stage we engage industry
experts to provide high-level advice,” Ms Jack said.

“The board is looking forward to receiving the panel’s advice and recommendations on
shortlisting proponents for the more detailed Request for Proposal process. At that
stage, shortlisted proponents will be invited to submit detailed plans for specific
proposals.”

Today’s meeting—which will lay out the ground rules for the panel and deal with potential
conflicts of interest and probity—will be held at the offices of the Macquarie Point
Development Corporation, 8A Evans Street, Hobart.

Macquarie Point evaluation panel members:

Penny Morris, AM, BArch (Hons), MEnv Sci, Dip CD, FRAIA FAICD (Chair)
Penny is the former Director of Commonwealth Property in the Department of
Administrative Services, and spent six years working with Lend Lease; firstly as CEO
and a director of Lend Lease Commercial, and then as Group Executive, Lend Lease
Property Services. She has been a company director on many private sector and
government business enterprise boards, including Mirvac, Landcom, Sydney Harbour
Foreshore Authority, Indigenous Land Corporation, Colonial State Bank, Australia Post
and Energy Australia. In 2002 Penny was awarded a Member of the Order of Australia
for service to the property and construction industries.

Malcolm Snow, MLArch, BRTP (Hons)
Malcolm has diverse experience in mixed-use urban renewal from both a design and a
project governance/delivery perspective, having previously worked as Director of
Planning at Urbis and formerly holding the role of CEO of South Bank Corporation in
Brisbane, where he oversaw the successful delivery of this popular, waterfront precinct.
He is currently Chief Executive of the National Capital Authority, the agency responsible
for ensuring Canberra and the Australian Capital Territory are planned and developed
in accordance with their national significance.

Brian Wightman, MEd
Brian is currently Executive Director of the Property Council of Australia – Tasmanian
Division, where he represents the broader property industry, championing the interests
of member companies that represent the full spectrum of the industry, including those
who invest, own, manage and develop in all sectors. As a former Minister for
Environment, Parks and Heritage, Brian understands the challenges faced by the
government, communities and developers in balancing environmental and heritage
needs with sound planning and development outcomes.

Greg Woolley, BCom, LLB (Hons)
Greg is the Executive Chairman of Woolley Holdings Pty Ltd, a Sydney-based private
finance and investment company. Greg began his career practising Corporate Advisory
and Mergers and Acquisitions with Macquarie Bank in Melbourne. From 2000 until
2011, he was the Chief Executive Officer of the LJCB Investment Group, one of
Australia’s largest private companies, and the Founding Chairman of Global Aviation
Asset Management. He has extensive private and public company and not-for profitdirectorial
experience. Greg is currently the Chairman of The Beacon Foundation and a
director of Kemp and Denning, as well as number of private companies.

Kathrine Morgan-Wicks, BA (Hons), LLB (Hons), LLM, GradCertBusAdmin
A qualified barrister and solicitor who has held senior executive positions with the
Australian Securities & Investments Commission, Kathrine is currently Deputy Secretary
of the Tasmanian Department of Treasury and Finance, where she is responsible for
the Budget and Finance Division, including Property and Procurement. As the
Tasmanian Government’s representative on the well-known Parliament Square project,
she has skills and expertise related to government property development, and an
understanding of the commercial nature of—and potential risk related to—such
projects.
