I remain strongly in favour of returning the membership of the House of Assembly to 5 divisions of 7 members each and retaining the Legislative Council as a Chamber of Independents. As Mr. Field points out, it is very difficult with the current structure of the Parliament for the Government of the day to present an effective Cabinet and fill all required Parliamentary positions.
