Set up the military and the police away from the communities. Send in lawyers, health workers, community liason and Aboriginal workers. Prepare the communities for the police and others to come in and do their job.
Most important is to dedicate a budget to Aboriginal administrative and other resources. Howard has been plundering these services for years and ATSIC does have to accept some responsibility for the problem facing us nationwide, that of the welfare mentality.
