A luxury hotel, on a hill, unconnected to the social or cultural life of the city is not commercially viable for any international hotel chain who buy their hotels, not lease them from developers.
I suspect the current proposal has been withdrawn due to a lack of interest from hotel operators.
This presents an opportunity for an inground restaurant/ function centre with minimal impact on both the skyline and existing road and car park footprint. A hotel is simply unfeasible.
