The Board of the Integrity Commission recently conducted an investigation into the conduct of TasTAFE’s Chief Executive Officer, Mr Stephen Conway, and at least one other SES level officer.
The Tasmanian Government is taking the matter very seriously. On the 22nd May, following receipt of advice from the TasTAFE Board, the Premier wrote to Mr Conway advising him that he would not be reappointed when his contract expires early next year. Mr Conway has subsequently indicated his intention to resign
The following actions will be taken immediately to address the recommendations of the Integrity Commission’s report:
• The Head of the State Service will directly manage action in relation to the other SES officer.
• Together with the Chair of the TasTAFE Board, I will oversee an independent audit of TasTAFE recruitment and procurement processes, and their compliance with corporate policies and the Treasurer’s Procurement Instructions; and,
• The Department of Treasury and Finance and the Department of Premier and Cabinet will develop a new induction process for board members of public authorities, new Chief Executive Officers, and members of the Senior Executive Service. The new pilot induction process will be trialled by the Board of TasTAFE.
The Premier had previously advised Mr Conway on the 19th May that he would be initiating a code of conduct investigation, however due to Mr Conway’s intention to resign this will likely no longer proceed.
While I note that these matters are serious, there has been no suggestion by the Integrity Commission that the matters are of a criminal nature. I will appoint an interim CEO as soon as possible to ensure the audit is conducted thoroughly. During that time, an appropriate selection process will be undertaken to find a new CEO.
My focus, as it has always been, is on the future of TasTAFE – an organisation that is integral to Tasmania’s future in providing the skills needed for our growing workforce.
