There would seem to be two answers to that. One is that GST revenues are up on government projections — with the national economy doing better than expected.
Or it may be a desperate move similar to the Gray Government in its dying days in the late 1980s; the Bartlett Government and its myriad lackeys and minders prepared to take the state close to bankruptcy in order to preserve their own power and privilege.
