PREMIER David Bartlett caught councillors by surprise yesterday when he threw his weight behind compulsory voting at Tasmanian council elections. Applause for Mr Bartlett’s speech, at the Local Government Association of Tasmania conference in Launceston, was muted given that councils had earlier voted overwhelmingly against compulsory voting.
