For 21 years, up to 196 World Governments’ Members of the Party (MOP) Kyoto Protocol Conference of the Parties (COP) met to exchange data on climate change (1) and impact.
They and UNFCCC have no charter to lead in applying the Nature/Science to lower CO2 back to the main source “anthropogenic deserts”. The ever-rotating government attendees and staffers present their thoughts on various aspects of what might work!
One serious compounding error is MOP attendees – and indeed the COP executive – believe this Google (72,700,000-million) entry: “It can take up to 1,000 years to form one centimeter of soil”, (November 15 2015).
Since the Kyoto Protocol 1997 is based on science and nature the CO2e (e=equivalent other gasses). Any Gardener will advise and repeat Charles Dickens’ observation in “Pictures from Italy” in 1846 about bird-dropped seed high on the wall growing. That seed’s root system manure becomes soil.

The lack of teaching at Universities and within Governments on how the baseline assets of survival (soil-water-vegetation-atmosphere-bees) are insolubly linked is indefensible in my view.
Governments in the UK, USA, EU, PRC, ME, AU governments have recently said they have 20-60 more years of soil left to grow food.
1 billion+ displaced folk are depending upon perpetual aid. Aid Agencies experience lack of fresh food sources. The Planet – run by 206 rotating governments and 1,000 committees – is failing.

The lack of charter of the UNFCCC-COP to actually lead in reparation for 21 years and witness to 40 billion Tonnes atmospheric rise of CO2 from mostly 400+ years of anthropogenic deserts and industry.
The solution to lower CO2 build-up back to Earth as carbon in soil involves a host of UN divisions (most without charter to physically implement solutions). Tthese coupled with 206 nations and their array of department to join in a collective.
Say by some goodwill interest and vision the world’s nations invoked a common Executive Earth reparation and management Charter in Paris with (might I say the Historians of Tomorrow looking on).
The above listed Nations running low on soil each committed to a Master plan to grow soil-carbon and elements in anthropogenic desert areas starting with the nations with displaced folk!
Say 40 billion Tonnes CO2 to carbon spread across and say 6 sites with a mean 200 million hectare desert reversal each sequesters 8 billion tonnes CO2 pa. The cost of CO2 annual reduction is less than 1% GST. On the outcome side nations in anthropogenic desert land become self sustained with young folk educated and in good health!
By 2020-5 lower CO2 deserts drought poverty by replicating Nature and God Lord well established protocol. Peace on Earth!
(1) Climate Change is not new to Earth! The physical evidence today is of mass volcanic eruptions creating desert dropping ash burying mass vegetation and in places altering weather patterns! But Earth and nature before man self restored Earth back to sustainability growing soil and all.
