This is from USA but the problems are the same here in Australia. The current laws are not effective in protecting threatened species; the quolls or the Tas Devils for instance.
It could be that the terms ‘threatened species’ or ‘endangered species’ are merely descriptive terms as these species are watched and monitored into their oblivion.

The Tasmanian Greens called on the Minister for Environment to take urgent action to reduce the alarming number of Tasmanian devils killed on the state’s roads, by including “roadkill report” forms in all vehicle registration packages and to any tourist hiring a vehicle in the state.
Greens Environment spokesperson Cassy O’Connor MP said that a reported 370 annual Tasmanian devil deaths on our roads were alarming and preventable, unlike the spread of the Devil Facial Tumour Disease.
“A minimum of one Tasmanian devil is discovered dead on our roads every day and they are just the ones that are reported. This statistic is shocking and the Minister should be taking all steps possible to protect this threatened species.” Ms O’Connor said.
“Including the “roadkill report” forms in Tasmanian registration packages is a simple and effective way of getting the community involved in protecting its iconic species.”
“The Tasmanian people are concerned about the devil’s plight and should be given the chance to play a integral in saving the species.”
“Minister Wightman has the responsibility and privilege of having stewardship over Tasmania’s threatened species and should be doing everything in his power to prevent the Tasmanian devil from heading down the path of extinction.” Ms O’Connor said.
