Tasmania’s Governor has delivered a rebuke to the Premier in his written reasons for inviting him to form a minority government.

Peter Underwood said David Bartlett did not have the right to promise power to Liberal leader Will Hodgman.

The Governor said Mr Hodgman advised him that Labor had assured the public it would not move or support motions of no confidence in a Liberal administration or block money bills.

Mr Underwood said Mr Bartlett’s advice to him was narrower, saying only that the Liberals should have first chance at government because they won more votes.

Mr Underwood said because he could not be sure of the Liberals having enough support, he was constitutionally obliged to ask Labor to form government.

He says the Greens’ pledge to support Labor had no bearing on his decision

Under the heading, “Irrelevant Matters”, the Governor said the question of the proportion of votes won by the parties was constitutionally irrelevant.

And he said it was not for any political leader to hand power to another; that right belongs to the Governor.
