IT IS OF great concern that the Tasmanian Labor government has recommended that the Resource Planning Development Commission “stop seeking public input on draft proposals” (Sat Mar 7, 2009, ABC Website) as well as be integrated into the government’s planning department. This is a significant step backwards in regard to Impact Assessments, Planning and Development. It is an erosion of Tasmanian’s rights for public comment and the independence of the process. Tasmanians must be encouraged to make a stand for their democratic rights.

In many parts of the world, when large developments are proposed, at least 3 options/locations are assessed for their economic, social and environmental impact. This occurs within the Integrated Impact Assessment. Public consultation plays a key part in the process, occurring at each stage of the assessment. It is well recognised internationally that when the public’s knowledge and view is engaged and integrated into the planning and development process from the beginning, protests and confrontation at a later stage are minimised. Local knowledge being included in the IAA provides significant benefits to the outcome of the process.

Requirements for the independence of the regulatory bodies completing IIA is also acknowledged internationally.

For the sake of Tasmanian democratic processes, Labor government needs to review the internationally recognised Integrated Impact Assessment Process, and increase opportunities for public consultation while maintaining the independence of the RPDC.
