Singapore is a very different nation to Australia, but there is definitely food for thought in public housing in Singapore: https://en.wikipedia.org/wiki/Public_housing_in_Singapore
Now around 82% of people live in public housing with ‘Middle Income’ and ‘Executive Condominiums’ part of that.
In the west building designs would be different, but there would seem to be aspects of the way they resolved their housing crisis in the 60s that could be applicable here.
