Fragrance’s Elizabeth St development is out for public comment until July 12
THE PROPOSAL
The development application is governed by the Hobart Interim Planning Scheme 2015 and is located within the Central Business Zone on Elizabeth Street just near Mundy & Sons Meats.
The development application is for two very high towers and the excavation of approximately 24,000 cubic metres of materials for an associated underground car park.
Hotel tower: 49.4 m high (above ground 14 stories) plus three basement floors below ground for car parking.
Residential tower: 46.8 m high (above ground 13 stories) plus three basement floors below ground for car parking.
KEY CONCERNS
• The development breaks the permitted height limit of 11.5 m and a maximum of three stories.
• The proposal is thus 37.9 m and 35.3 m higher than the permitted height limit.
• The proposal immediately adjoins heritage buildings. The proposal breaks the Heritage Code which states that adjoining buildings should not exceed 1 story or 4 meters from a heritage building.
• The proposal could set a new height precedent for this area of the city centre, which is currently dominated by one, two and three story buildings.
• Extensive excavations – enough to trigger assessment by the EPA and require an Environmental Effects Report (EER).
