A young Aboriginal woman was transported handcuffed, naked and menstruating from a women’s prison to a mental health care unit, according to the Western Australian inspector of custodial services.
Inspector Neil Morgan said he was reviewing the August incident, in which the woman was locked in the back of a vehicle and was covered in blood at the end of a 40-minute journey. “You hear the basic facts and you ask yourself the question: would that be all right if that was my mum or my sister?
