Norfolk Island, an external territory under the authority of Australia, has undergone momentous change in the last twelve months. The Australian Government has stripped the island of its democratically elected Legislative Assembly, disenfranchising New Zealand residents of the island, and incorporating it into Australia as a quasi-regional council within New South Wales. A common argument for these changes, promoted by the Australian Government, has been that the period of limited self-government on the island (1979-2015) was “a failure”. The claim was made as recently as this week on the occasion of a visit to the island by representatives from the British Parliament.

In the downloadable article this claim is examined both from the perspective of “On the ground on Norfolk Island”, and from the perspective of the actions and judgements of the Australian Government. It is concluded that systemic failure over those years lies firmly with the Australian Government.
