The failure of the RFA
Dr Alison Bleaney
The RFA (Regional Forestry Agreement) review of 2008 with regard to water, states that the State has not completed the Water Management Plans for all the rivers, has not instituted a regulatory framework for integrated water catchment management plans for any rivers, not planned for the quantity of water removed by change in land use- mostly plantations – and not monitored this or costed and charged for the water used, and has not maintained appropriate environmental water flows or maintained catchment health. Land change esp plantations (ie which will increase uptake of water) is not supposd to go ahead in over or nearly over allocated catchments. All of these are requirements of the National water Initiative NWI- and Tas signed up in 2005. Read more, Comment here
