Alexander Slams ‘Planning Panels’ Lack of Clarity, Consulation

Media release – Independent Member for Bass, Lara Alexander MP, 6 September 2023

Alexander slams Premier’s lack of transparency and accountability regarding proposed planning panels.

Independent Member for Bass, Lara Alexander MP, has criticised Premier Jeremy Rockliff’s proposed independent planning panels; accusing him of failing to conduct thorough consultations with affected stakeholders. Mrs Alexander highlighted the lack of transparency regarding the drafting of legislation as an example of the Premier’s total disregard for meaningful consultation.

“The Premier might not like this new era of government, characterised by transparency, accountability, meaningful consultation, and responsibility to the parliament, but these are community expectations. If he thinks he can force through legislation to enact independent planning panels, without consulting the TPC, councils, the Local Government Association, the industry, and the community, he’s facing a rocky road,” Mrs Alexander said.

“The Premier’s proposal to write draft legislation represents another example of a government in chaos when it comes to developments in Tasmania. The ongoing debacle surrounding Macquarie Point is one example, where arrogance and belligerence replaced due process as the driving force behind the Premier’s decision.

“I am concerned about the potential impact of the proposed legislation on critical land, housing, and other projects. While the Premier claims that the new panels will assist in the delivery of 10,000 new affordable homes by 2030, I question whether the legislation will truly expedite these projects or further complicate matters. The lack of clarity regarding the specific rules and scope of projects eligible for consideration under the new process only adds to my concern and the growing level of scepticism surrounding the proposed planning panels in the community,” Mrs Alexander said.

“Premier Rockliff has also failed the accountability test by announcing his intentions to create the new body to the media before advising and consulting with key stakeholders.

The discontent expressed by stakeholders, such as the President of the Local Government Association of Tasmania, Mick Tucker, and the state director of the Planning Matters Alliance Tasmania, Sophie Underwood, further validates my concerns. Mick Tucker believes the independent panels will be constrained by the same government red tape as councils, rendering the move politically motivated.

Mrs Alexander believes that by addressing the concerns raised by stakeholders, and engaging in thorough discussions, the government can build trust and foster a more collaborative approach to planning and development in Tasmania and is demanding the government upholds transparency, accountability, and enters into genuine consultation, leaving no room for any more misguided projects.

“There is an absolute need for the Rockliff Government to operate in an open and accountable manner; while prioritising the best interests of the community and upholding the principles of good governance,” Mrs Alexander said.
