The Briefing …
Good morning, and welcome to The Briefing.
At least 13 people have been killed and more than 50 injured in a terror attack in Barcelona.
Spanish police said they had arrested Moroccan-born Driss Oukabir, who rented the Fiat van that drove into a crowd on the Las Ramblas pedestrian mall. Spanish prime minister Mariano Rajoy declared that “the terrorists will never defeat a united people who love freedom from barbarism”, while Barcelona mayor Ada Colau said “Barcelona is brave and united”. United States president Donald Trump responded to the attack by referencing a debunked story of an American general who supposedly massacred 49 Muslim prisoners in the Philippines by shooting them with bullets dipped in pig’s blood.
