Is it a Bartlett vision in following the 1930s German blueprint of building his own version of a Forestry autobahn to secure employment for an ailing outdated industry? If employment stimulus is required, surely the expenditure must be put into rail upgrades throughout the states, dental, mental, elderly and general health care?
