Argentine windsurf junkie Norberto Guruciaga never planned to become an environmental activist. That changed when a $1.2bn paper mill set up shop on the opposite Uruguayan bank of his local river estuary. The mill, which began operations in November last year, has a production capacity of around 2,000 tonnes of eucalyptus pulp per day.
